Prime Minister Sébastien Lecornu – Knocked Out, then a Comeback!

Appointed on September 9th and resigning on November 6th, Mr. Lecornu lasted less than a month.

The task proved extremely difficult, with too little room for negotiation.

“The conditions for governing were not met,” he declared upon resigning — meaning he felt that the various opposition parties behaved as if they held the majority, drawing their own red lines without any real willingness to compromise.

The French public generally welcomed the Prime Minister’s resignation, viewing his decision as honourable.

The move earned him both sympathy and respect in public opinion.

On November 10th, President Macron reappointed Sébastien Lecornu as Prime Minister. What could have changed in just four days?

Mr. Lecornu said he accepted the position “out of duty,” adding with humor that there weren’t many other candidates.

This time, Lecornu received “carte blanche” from the President to govern and accomplish his mission — beginning with providing France with a 2026 budget, an urgent priority.

The Prime Minister emphasized that members of the new government should focus on the task at hand, without pursuing personal political agendas.

“Either you help me, or you don’t… either we stand still, or we move forward,” he said.

The new government is broader — growing from 19 to 34 ministers — with a wider political spectrum and eight members (a quarter) coming from civil society with no political affiliation.

However, even before the government convened or presented any proposals, the far-left LFI and far-right RN announced their intent to file a motion of censure.

The question remains whether the LR and Socialist parties will resist the temptation to push their own agendas and contribute to further instability.

In any case, Sébastien Lecornu has the merit of being humble, respectful, and talented, with a deep sense of duty toward the nation.

He has stated: “I prefer my country to my party.”But will that be enough to overcome the egos of others?

How long can he maintain this delicate balance of compromise?

A Few Numbers for Context

France’s debt stands at 114–116% of GDP. By comparison: United States 120%, Italy 138%, Greece 153%, Japan 250%, the EU average is 82%.

Even though France’s ratio appears moderate, in nominal terms the country holds the largest debt in Europe, at €3.416 trillion (Greece’s debt totals only €362 billion).

Expected economic growth in France for 2025 is 0.8%, compared to an EU average of 1.1%.Scandinavia is projected at 1.3%, Portugal and the Baltic states over 2%, and Poland at 2.9%.

France risks losing further competitiveness, while its credit ratings remain at A+ (Fitch and Standard & Poor).

Despite low default risk, these ratings drive up 10-year government bond yields to 3.6% (up 0.6 points since the start of the year), making France’s debt servicing costs the highest in Europe (Italy 3.57%, Greece 3.42%, Germany 2.7%).
